The Constitution
 

A constitution defines the basic systems and basic tasks of the State; it is the fundamental law of the State, the charter for protecting citizens' rights, the basic legal framework of the democratic system, and the guideline for managing State affairs; therefore it has supreme legal authority. The People's Republic of China has always attached importance to constitutional laws and the establishment of its constitutional system, and clearly proclaims in the 2004 amendment to the Constitution that it respects and protects human rights.
