BEIJING, September 2 – the Organization Department and the Publicity Department of the Central Committee of CPC, the Ministry of Justice and the National Office for Popularization of Law held a telephone and video conference , National Conference of Experience Sharing on Leading Cadres’ Learning and Applying Law. This conference instructs that now and in the future, leading cadres while learning and applying law, should thoroughly apply the spirit of the 17th National Party Congress and the 3rd Plenary Session of the 17th National People’s Congress, take Deng Xiaoping Theory and the important thought of “Three Represents” as the guide, comprehensively apply the Scientific Outlook on Development, the fifth five-year plan of law popularization and Opinions on Further Boosting Leading Cadres’ Learning and Application of law, and Improving Their Governing Capacity in Accordance with Law, deepen the understanding and clarify the tasks, innovate the working methods, improve the system as well as the leading and working mechanisms, strengthen the Party’s leadership, deepen the leading cadres’ learning and application of law, and enhance their capacity of governing, decision-making, administering, and managing in accordance with law, making new contributions to comprehensively implementing the basic state policy of governing the state in accordance with law, and to the all-round building of a moderately prosperous society.

    Wu Aiying, Head of the National Office for Popularization of Law and Minister of Justice, attended the meeting and delivered a speech. When taking stock of the achievements of the campaign of leading cadres’ learning and applying of law since the implementation of the fifth five-year plan of law popularization, Ms. Wu states that at the moment and in the future, leaders’ learning and application of law should emphasize five aspects. First, it is vital to fully recognize the importance and necessity of boosting leading cadres’ learning and application of law, and to further unify their thinking and intensify the measures to deepen this campaign. Second, it is important to clarify the main tasks of the campaign, deepen the learning of the Constitution, study the concept of the socialist rule of law, basic laws of China, and laws and regulations closely related with the cadres’ duties and the goal of maintaining economic growth, people’s wellbeing, and social stability so as to effectively combine the learning with the application of law, lead by example to uphold the spirit of the socialist rule of law and the necessity of abiding by law, respect the authority of law, and consciously conform to law. Third, it is crucial to promote innovation at work, stick to and improve effective learning methods, increase the platforms for this campaign, advance the innovation of means for learning and applying the law, and improve the effectiveness of the campaign. Forth, it is necessary to push forward the institutionalization of the movement, improve all the relevant mechanisms, and ensure the deepening of the campaign through institutional guarantee. Fifth, it is significant to strengthen the leadership of this campaign, attach great importance to it and put it at the top of the agenda, set up and improve leading and working mechanisms, step up coordination, cooperation, guidance and inspection, improve guarantee measures to promote the implementation of this campaign.
