SHENZHEN, December 10th -- The Third Session of the Third Council Meeting of China People`s Association for Mediation was held today in Shenzhen, Guangdong Province. Vice Minister of Justice and Chairman of China People`s Association for Mediation Mr. Hao Chiyong attended the meeting and delivered a speech. According to incomplete statistics, more than 7.5 million disputes were settled with written agreements through the efforts of people`s mediators across the country this year, increasing by a large margin over the same period of last year.

Hao Chiyong indicated at the meeting that since the establishment of this new council meeting of the China People`s Association for Mediation, under the concern and guidance of the Party Leadership Group of the Ministry of Justice, with the support of local judicial administrative organs and people`s associations for mediation, and through its own tireless efforts, the China People`s Association for Mediation has achieved remarkable results. It has explored effective ways and accumulated certain experience in strengthening the organization, enhancing the operation and promoting the reform and development of people`s mediation. However, under the current situation, the significance of association building shall still be fully recognized, the sense of urgency shall be further enhanced, and effective measures shall be adopted to intensify efforts to solve difficulties and problems of the association in terms of the organization, operation, financing guarantee and guidance management.

He remarked that China People`s Association for Mediation is a social group consisting of people`s mediators and organizations of people`s mediation. It assumes unique roles and advantages in directing the work of people`s mediation, and performs as the right hand and an important wing of the judicial administrative organs. The 4.8 million mediators of the country shall be more active and enthusiastic in preventing and resolving conflicts and disputes.

Hao Chiyong stressed that currently almost half of the provinces, autonomous regions and municipalities are without associations for mediation. This is falling short to satisfy people’s needs for mediation in the new era. Provinces, autonomous regions and municipalities without people`s associations for mediation shall follow the provisions of the association constitution, stress and support the creating of conditions and speed up the building of associations as well as the improvement of its organization and framework. Meanwhile, the associations in local areas shall focus on the training of the mediators to improve their political and practical qualities and enhance their skills and ability of mediation. People`s Association for Mediation shall actively guide the associations and mediators to center around smooth and relatively rapid economic development, prevent and handle disputes and conflicts, and endeavor to solve them in the grass-roots level. People`s Association for Mediation shall put people first, strengthen the sense of serving the members, support the mediators to deliver their tasks in a lawful manner, and safeguard their legitimate rights and interests. Besides, the association shall sum up the advanced experiences, strengthen the publicity and set up positive models to stimulate and arouse the enthusiasm of the members.

The meeting also honored 100 outstanding mediators in the campaign of " Contributing to the Harmonious Society" such as Sun Qinmei, Liu Fang, Zhang Riqin as well as ten Models of People`s Mediators such as Zhou Yuhai and Wang Sanhe.(by Correspondent You Chunliang)
