BEIJING, December 9th -- On December 8, Party Secretary of the Party Leadership Group of the Ministry of Justice and Minister of Justice Ms. Wu Aiying chaired the meeting to convey and implement the spirits of the Central Economic Work Conference. In her speech, Wu Aiying stressed that the judicial administrative organs at all levels should earnestly study and implement the spirits of the Central Economic Work Conference, closely centre around the goals and tasks for the economic work next year, bring into full play the role of judicial administrative functions, and strive to make positive contributions to maintaining steady and relatively rapid economic growth as well as social harmony and stability.
Wu Aiying pointed out that the Central Economic Work Conference is a very important meeting. Judicial administrative organs at all levels should earnestly study and implement the spirits of important speeches by General Secretary Hu Jintao and Premier Wen Jiabao as well as the spirits of the Central Economic Work Conference, obtain a profound understanding of China's achievements in economic development and the important experience gained over the past year, and have a clear understanding of the international and domestic situations of China's social and economic development as well as the general requirements and the main objectives and tasks for the economic work next year. The competent agencies should unify their thoughts and understandings to thoroughly implement the Scientific Outlook on Development and meet its requirements, adhere to the central government’s analysis and judgment of the international and domestic situations next year, and implement the central government’s decisions and deployments of the economic work next year so as to give full scope to the role of judicial administration and make new contributions to the promotion and guarantee of sound and rapid social and economic development.
Efforts should be made in order to maintain steady and rapid economic development of legal services. It is vital to step up the specialized legal service activities and to organize lawyers, notaries and other professionals to provide specialized legal services for key projects in key areas. The judicial administrative organs should relentlessly extend the outreach of legal services into communities, villages, townships and remote, poor and underdeveloped regions in order to better serve the urbanization drives and the building of the new countryside. It is essential to prop up the legal counseling for governments and corporations.
In addition, it is imperative to protect and improve people's livelihood and to provide legal services and legal aid. The competent agencies must vigorously promote the work regarding legal services and legal aid and do a really good job in offering legal services in employment promotion, schooling, medical care, social security, production safety and other areas concerning people's livelihood. The services provided by lawyers and notaries should be expanded to communities and the countryside. It is a must to carry out a wide range of volunteering activities of legal services for the general public. The competent agencies should vigorously strengthen the work of legal aid and its supervision, carry out the activity themed as "Access to Legal Aid for the People", and implement the Ten Measures to improve the public’s access so as to further expand the coverage of legal aid, and enable more people to share the fruits of development.
It is paramount to do a good job in every aspect related to maintaining social stability. The judicial administrative organs should prop up the works of prisons and reeducation-through-labor centers, strengthen the regulation of internal management in prisons and reformatories, and explore the establishment of the managerial system and the working mechanism with Chinese characteristics that meet the new requirements of the prison and reeducation-through-labor system. It is necessary to carry out the “Investigation and Correction Activity of the Hidden Security Hazards in Prisons and Reformatories" to ensure continuous security and stability in these places. The organs at all levels should conscientiously implement the "Primary Standard" to continuously improve the quality of education and reform. The competent agencies should do well in compulsory isolated drug rehabilitation in order to improve the withdrawal effects. It is also momentous to earnestly strengthen the resettlement of the released, help them to smoothly reintegrate into the society, and put community correction into trial operation nationwide so as to reduce recidivism. In the meantime, the related agencies should perform well in people’s mediation, improve the mechanism for investigating, examining and resolving conflicts and disputes, and actively prevent and effectively settle conflicts and disputes so as to maintain social harmony and stability.
It is indispensable to deepen legal publicity and education. The judicial administrative organs must fully implement the Fifth Five-year Plan for Legal Publicity, continue to strengthen legal publicity related with economic development, organize all kinds of themed activities and specialized legal publicity activities to further promote the activity of “Six Entries of Law” and expand the coverage of legal publicity in order to create a sound environment of the rule of law for steady and relatively rapid economic growth.
It is a must to, in accordance with the requirements of the Central Economic Work Conference, further deepen the reform of the judicial system and the working mechanism, put forward the reform of the judicial administrative system and the working mechanism, uphold clean, strict, fair and civilized law enforcement, and safeguard social equity and justice.
Present at the meeting were Chen Xunqiu, Deputy Party Secretary of the Ministry of Justice and Deputy Minister, Zhang Sujun, Hao Chiyong and Zhao Dacheng, members of the Party Leadership Group and Deputy Ministers, Han Henglin, member of the Party Leadership Group and leader of the Discipline Inspection Group under the Central Discipline Inspection Commission to the Ministry of Justice, and Yin Jinhua, member of the Party Leadership Group and Head of the Political Department. Also in attendance at this meeting were heads of all departments and bureaus of the Ministry of Justice as well as the directly affiliated agencies under the Ministry of Justice.
