    Beijing, December 3rd -- co-organized by the Publicity Department of the CPC Central Committee, the Committee for Internal and Judicial Affairs under the National People's Congress, the Commission of Legislative Affairs under the Standing Committee of the National People's Congress, the Ministry of Justice, and the National Office of Legal Publicity, the opening ceremony of "December 4th” National Legal Publicity Day Forum and media promotion program of "Across-China Campaign" for the Fifth Five-year Plan for Legal Publicity was held today in the Great Hall of the People in Beijing. The theme of the National Legal Publicity Day this year is "strengthening legal publicity and education to serve economic and social development". Vice Chairman of the Standing Committee of the National People's Congress Mr. Chen Changzhi delivered a speech on the occasion; Vice Chairman of the Chinese People's Political Consultative Conference Mr. Luo Fuhe attended the forum; and Minister of Justice and Head of the National Office for Legal Publicity Ms. Wu Aiying chaired the conference.

    Chen Changzhi indicated in his speech that legal publicity and education is a fundamental work in raising citizens' legal awareness and enhancing their legal knowledge, implementing the basic strategy of administrating the country in accordance with law, and building a socialist country of the rule of law, and is of great significance in maintaining social harmony and stability as well as promoting economic and social development. All departments in all areas shall proceed from the reality, identify the features of different groups, nail down the core elements of legal education, and organize programs in a well-planned manner so as to make legal publicity and education more targeted and effective.

    Chen Changzhi demanded that in the deepening of legal publicity and education, the requirements of economic and social development shall be highlighted and the study and implementation of the Constitution shall be put at the top of the agenda. The education of the Constitution shall be reinforced among leaders and cadres at varied levels as well as among national unit staff so as to consolidate their determinations to prioritize the Party's cause, the people's interests and the Constitution and laws, and to encourage them to follow the Constitution voluntarily, implement it strictly and uphold its authority. The education of socialist legal concepts shall be promoted vigorously to cultivate citizens’ legal awareness and to spread the spirits of law. The advancement of scientific development shall be regarded as an important target of legal publicity and education. Laws and regulations related with market economy shall be disseminated, especially those aimed at the normalization and regulation of the market order. According to the requirements of sustainable development, legal education related with population, resources, environment, public health and IPR shall be pushed forward so as to form a favorable legal environment. The protection and improvement of people’s livelihood shall be stressed. Laws and regulations closely related with people’s daily lives shall be disseminated wide and far. Innovations shall be deemed as an important gateway to the in-depth promotion of legal publicity and education. The “Six Entries of Law” campaign with the theme of “studying laws to learn your rights, obligations and responsibilities” shall be deepened, and the contents, channels and methods shall be innovated to make it more targeted and effective. Besides, the combination of study and application shall be followed where legal publicity and education shall be integrated into law enforcements, and law enforcement shall be transformed into legal publicity and education. Individuals may be educated through law enforcement and the entire region may be influenced as well.

    Chen Changzhi emphasized that the leadership shall be strengthened in the implementation of tasks established in the Fifth Five-year Plan for Legal Publicity and activities shall be organized in a sophisticated manner. The framework of the Fifth Five-year Plan for Legal Publicity and detailed targets and tasks laid out by specific departments in local areas shall be followed strictly, and the working progress shall be combed carefully to identify and refill vacancies and missed points so as to ensure the successful completion of all tasks. According to the goals and requirements made by the resolutions of the Standing Committee of NPC, all departments and industries at all levels shall depart from practical situations, nail down contents, steps and methods of inspection and evaluation, deliver their work in a down-to-earth manner, and lay a foundation for the further promotion of legal publicity under the new circumstances. Coordination shall be strengthened during this process where supervising departments could synergize with subordinated departments and parallel departments could resonate with each other. All advantages shall be consolidated in forming a better environment for legal publicity so as to impose a strong impetus for the implementation among all the people.

    Wu Aiying stressed when chairing the seminar that legal publicity and education shall live up to the new situation, and new measures should be adopted according to the new requirements in order to be more targeted and effective in forming a favorable legal atmosphere to serve economic and social development and social harmony and stability. Legal publicity shall center on the overall working situations of the Party and the country and strengthen the education of the Constitution, the socialist legal concepts, laws and regulations related with economic and social development, social harmony and stability as well as people’s livelihood. The campaign of “Six Entries of Law” shall be further deepened and the legal education of focused groups such as leaders, cadres, civil servants, youth, enterprise managers and farmers shall be reinforced. The building of model cities, counties and districts under the rule of law shall be promoted vigorously and democratic and legal constructions in grass-roots areas shall be deepened so as to safeguard growth, people’s livelihood and stability by providing nice social and legal environments. Next year, the examination and evaluation of the accomplishments of the Fifth Five-year Plan for Legal Publicity shall be stepped up to boost the all round implementation of the tasks assigned during this term. Besides, the planning of the Sixth Five-year Plan for Legal Publicity should be researched and conducted in a careful manner. The media promotion of “Across-China Campaign” for the Fifth Five-year Plan for Legal Publicity shall be rolled out actively in a coordinated manner with identified focuses so as to be more effective in facilitating new development of legal publicity and education.

    It is learnt that in order to provide for the examination and evaluation of the Fifth Five-year Plan for Legal Publicity and boost its overall implementation, from this day on to December 4th next year, a one-year media promotion program for the “Across-China Campaign” will be carried out. Central and local media will be deployed to highlight the great attentions of the Party Central Committee, National People’s Congress and State Council to legal publicity and education, to disseminate the great achievements of the Fifth Five-year Plan for Legal Publicity in serving economic and social development, and to honor successful experiences and advanced models in legal generalization. The leaders at today’s conference presented flags to the representatives of the media promotion program for the “Across-China Campaign”.
