HARBIN, On August 16 -- the Ministry of Justice, the National Office for Popularization of Law , and the Leading Group of Governing the Province in Accordance with Law of the Heilongjiang Province jointly held a thematic publicity activity in Tonghe County, Heilongjiang Province. Zhang Sujun, Deputy Head of the National Office for Popularization of Law and Deputy Minister of Justice, attended the event and delivered a speech. Sun Yongbo, Deputy Governor of Heilongjiang Province, chaired the opening ceremony of this publicity campaign.
It is reported that the Heilongjiang Province was the first to release The Guiding Opinions on Legal Publicity in Building New Countryside across the Province, and it has also put in place the working plan for “Law’s Entry into Rural Villages”. All the social sectors actively have taken part in the legal publicity campaign and more people have been mobilized. Basically all rural communities have put in place a framework of the popularization of law on a large scale. In the meantime, Heilongjiang Province has made constant innovations in the platforms for this campaign and extensively carried out the “legal fair” activities covering all its rural areas. For migrant workers working in other cities and provinces, the province carried out the activity of “Four Ones” (the migrant workers will receive one letter, one questionnaire, one test and one service card) to help these workers at an earlier stage to abide by law and protect their own rights and interests. Through intensive tutoring and legal questionnaires, the province trained cadres of the party branches and committees at township and village levels in a systemic manner. The activity of building the villages of democracy and the rule of law was deepened to promote grassroots democracy building in rural areas. The brand effects were prominent in the rural legal publicity and education campaign. A number of successful stories such as the “legal rural household” emerged in Tonghe County, which explored a new way for the deepening of legal publicity and education in rural areas.
In his speech, Zhang points out that the massive thematic legal publicity activity named “Improving Farmers’ Legal Quality and Promoting Rural Reform and Development” is an important measure to implement the Fifth Five-year Plan of Law Popularization, promote legal publicity in the countryside and govern rural areas in accordance with law. The campaign has been waged across the nation. Built on the previous achievements, all the provinces should continue to consider the thematic legal publicity activity as an important part of this year’s legal publicity and the rule of law in rural areas, work in a practical and effective manner so as to guarantee substantive results.
Zhang calls for the strengthening of leadership and organization of this activity. Departments of law popularization and administration in accordance with law at all levels should, under the leadership of the Party committees and the governments, centre around the priorities to serve the overall interest, put this activity high on the agenda, and carefully organize, deploy and hold the activity. Innovations should be made in the modes of rural legal publicity and education while traditional methods should be carried on to improve the effectiveness of rural legal publicity and education. Law popularization should be combined with administration in accordance with law. Rural residents’ interests and the solution of major issues influencing and constraining the scientific development of the rural areas must be deemed as the starting point and the objective of this thematic activity. Good practices must be taken stock of and spread in a timely manner to guide and deepen this thematic activity.
After the opening ceremony, the participants visited the “law squares”, the “rural households of laws” and the “model homes of some people with legal knowledge” in the Hongqi Village of the Fulin County, and the Fuqiang Village of the Nonghe County, and presented computers and books on law to the villagers.
